Ms. J. Arlene Martin assumed the leadership of the Federation as Executive Secretary in August of 2010. The first female to hold this position. Ms. Martin is an industrial Relations and human resources professional with over 20 years of experience who is dedicated to the pursuit of excellence. Ms. Martin’s diverse portfolio includes conducting Labour Market Research, negotiation of Collective Bargaining Agreements, Dispute Resolution amongst other responsibilities, chairing tripartite committees, preparing guidance on various labour issues and leading organizational development initiatives. Ms. Martin holds a Degree in Business Administration; A Master Certificate in Effective Business Member Organization from the International Training Center of ILO (ITCILO) and is a Chartered Director with the Caribbean Governance Training Institute. Ms. Martin is a founding and Ex-officio member of The Human Resource Professionals of Antigua & Barbuda (HRPAB). Served as a Director on the Caribbean Employers Confederation from 2015– 2019 and represented the organization at several Ministers of Labour and other Regional meetings.

Her social outreach is spending time with and making chores for the elderly in her community. She is also an ardent sports enthusiast having administered and played Netball and Basketball at the National level. A God-fearing woman who serves as an Elder at her church.
